Introduction of the Industrial Clusters Development & Capital Operation Program



The mission of UNIDO Investment & Technology Promotion Office China (UNIDO ITPO-China)'s Industrial Clusters Development & Capital Operation Program is to employ the latest economic development models for municipal government in developing countries.
China's investment promotion has experienced three different stages since the inception of the "Reform and Opening Up":
Phase 1. "Luring Phoenix for Nest": During the early period, China's local governments tried to attract foreign investments through favorable policies and incentives;
Phase 2. "Luring Phoenix with Nest": Following the trend of further economic globalization and acceleration of industry tranfer from developed economies to developing countries, China's local governments took the advantage of markets and services to attract foreign investments;
Phase 3. "Luring Phoenix on Larger and Better Nest": At current stage, economic development in China is increasingly fostered by creating industry clusters, since such a model could provide more employment opportunities, strengthen core competitiveness of local industries and guarantee sound economic development. In particular, capital operation is considered to be the most effective tool for boosting local industry clusters.
