Industrial Clusters Development and Capital Operation (Langfang) International Experimental Project
The Langfang program was launched in April 2008 and since then the UNIDO ITPO-China team has been committed to promoting the development of Langfang City’s industrial clusters and providing technical support on the following aspects:
1. Prepare comprehensive report on research and development strategy and in-depth study of industrial clusters, creation of innovative financial environment and partnership plan
The UNIDO ITPO-China team conducted extensive interviews on a number of senior officials of Langfang municipal government, including the urban economic operation department, major industrial park and leading enterprises, and collected statistical data regarding industrial clusters through a variety of channels. After careful and serious research analysis, UNIDO ITPO-China team completed a comprehensive report that put focus on the following issues:
- Find out existing industrial clusters Langfang City should maintain and promote based in accordance to national policies, trends of international industry shift and economic situation;
- Identify new industrial clusters Langfang City should develop given the unique geographical advantage of the city as a "Beijing-Tianjin corridor";
- Create innovative financial environment to accelerate the development of local industrial clusters;
- Develop strategies, implementation plans and collect detailed information on institutions to build up potential partnership and boost local industrial clusters.
After completion of the mentioned report, the UNIDO ITPO-China team provided local government with training programs on the different aspects identified in the report, in order to guarantee the effective implementation of the strategies and plans.
2. Promote equity investment on local leading enterprises
Langfang municipal government was responsible for referring well-operated enterprises with core competitive advantage to UNIDO ITPO-China team. After conducting face-to-face interviews, information collecting and research analysis, the team selected those candidates with potential equity investment opportunities to match with top international or domestic investment funds, thereby forging industry leaders and promoting the development of local industrial clusters.
3. Capacity building of local government
The UNIDO ITPO-China team is preparing and coordinating a trade mission for key government officials in charge of local economic development and entrepreneurs of major local enterprises. Meanwhile, the team shall provide an assortment of training programs for Langfang municipal government regarding industrial clusters, private equity financing and development of new sectors.
