1. Outward Investment Promotion

Chinese enterprises frequently incur high transaction costs in their targeted investment countries. This can be due to a lack of awareness and information on the prospective investment market including the native political structures, laws, business sectors, and potential partner¨s credit standing. With access to UNIDO¨s resources, and network channels between United Nations member countries and associated economic institutions, UNIDO ITPO-China provides Chinese enterprises with an effective and integrated investment consultancy service package. ITPO-China also supplies technical assistance in the following areas: (1) laws and regulations of target investment countries, (2) independent market research, (3) risk prevention schemes, (4) partner assessment (5) public relations and communications coordination between prospective partners, related government departments and institutions.

2. Inward Investment Promotion

UNIDO ITPO-China encourages foreign investment in China through provision of technical support. This includes provision of information and assistance in a number of domestic issues, such as: (1) information on Chinese laws and regulations, (2) independent market research, (3) risk prevention schemes, (4) partner assessment (5) public relations and communications coordination between prospective partners, related government departments and institutions.

UNIDO ITPO-China also assists Chinese local government and domestic enterprises in their bid to attract foreign investment. This is achieved by: (1) conducting independent feasibility studies and financial assessments of prospective investment projects, (2) providing information about potential investors including their investment strategy in China, credit standing and capacity, (3) providing information on laws and regulations on joint venture or cooperative enterprises, and (4) serving as a communicative platform for prospective ventures.

3. Partner Assessment and Investment Risk Reduction

Knowledge of the credit standing and organizational capabilities of a potential partner is essential if investments are to be promoted in a successful and sustainable manner, and for investment risks to be minimized. However, consulting companies frequently lack objectivity due to their vested interests, and hence may unintentionally supply misleading or inaccurate consultation reports. As a non-profit international organization, UNIDO ITPO-China is in a prime position to build independent investment risk prevention systems. These systems provide objective partner evaluations and risk assessments (for both foreign and domestic actors) on: (1) credit standings; (2) financial arrangements; (3) the current situation of implemented projects; (4) the feasibility and pre-feasibility of projects; (5) the management background and capabilities; and, (6) business reputation.


4. Selected Sector Support Programme

Due to its organizational flexibility, UNIDO ITPO-China can carry out its own independent research and assessments, and provide independent technical support for development programmes in selected sectors. Furthermore, ITPO-China has conducted innovative, and often pioneering, research on specific economic scenarios.


5.Technology Transfer and Trade Facilitation

Industrial technological development and transfer is an integral to China¨s economic development. To date, UNIDO ITPO-China has implemented a number of technologically innovative projects within China¨s traditional and emerging industrial sectors, including manufacturing, textiles, mining, agriculture, cleaner energy production, food hygiene and a number of raw material industries.

UNIDO has 17 International Technology Centers (ITCs), several National Cleaner Production Centers and 60 Industrial Subcontracting & Supply Chain Management Programmes (SPX) located worldwide. With access to these branches, and through UNIDO Exchange, ITPO-China can successfully assist Chinese enterprises in the sourcing and acquisition of necessary foreign technologies, equipment, management skills and expertise. Furthermore, ITPO-China can help these enterprises to develop new markets and transfer their own technologies, equipment and expertise to other developing countries.

6. Small and Medium-Sized Enterprise (SME) Support

This programme aims to promote SME development by facilitating cooperation and exchange between Chinese and foreign SMEs. UNIDO ITPO-China provides technical support to enable SME management upgrades, structural transformations and technical training. It also aims to improve access to physical and human resources, financial channels, market research and lateral trade linkages.


7. Environment Management and Protection

UNIDO ITPO-China aims to unite the commonly conflicting aims of economic development and environmental protection. Hence, it encourages industrial development in a manner that is both ecologically sensitive and economically sound. This is possible as industries that engage in sound environmental practices frequently generate superior economic returns. For example, the application of 'eco-efficient¨ production methods can reduce business-operating costs and improve enterprise public image. Generating awareness in the business community about the economic rationale for improving environmental efficiency is key to UNIDO ITPO-China¨s sustainable development strategy.

Through close cooperation with environmental protection institutions, both national and abroad, ITPO-China provides practical services and support in environmental fields of development. These include regional environmental status analyses, environmental feasibility studies, the diffusion of environment protection technologies and equipment, and the provision of professional environmental training and assistance with applications for special funding.

8. Institutional Capacity Building

UNIDO ITPO-China maintains an active cooperation with the Chinese government at local, regional and national levels. It aims to build institutional capacity at the local government level, and improve the regional investment environment through: (1) the provision of technical support and training, (2) specialist computer software programs for financial analysis, and (3) staff exchange programmes, utilizing UNIDO¨s channels and services.

In facilitating local economic development, ITPO-China focuses on the following areas: (1) investment environment assessments, (2) scientific project management, (3) standardization of investment, technology and trade promotion, and (4) effectively utilizing UNIDO ITPO-China¨s global development network and information exchange platform.

9. Forums

UNIDO ITPO-China organizes at least one forum each year, conducted individually or in conjunction with other domestic or international institutions. These forums address the following areas:

  , Advancement of newly emerging industrial sectors

Previous ITPO-China forums have attracted considerable attention from the Chinese central government, and important domestic and multinational institutions. The forums have served as platforms to increasing international awareness and aid the development of China¨s emerging industries and development prospects.

10. Training

The Office carries out several specialized training sessions each year in the fields of investment, technology transfer and trade facilitation. These are conducted in cooperation with local governments and professional organizations to upgrade their institutional and problem solving capacities.
